Author's Note: The reader is expected to have a basic knowledge of the Harry Potter universe, at least passing familiarity with the characters that turn up in the story, and prior understanding of how the Pensieve works, as well as the general function of the Wizengamot.
The reader is also expected to have read, in particular, Harry Potter and the Chamber of Secrets (or at least seen the film), for which this story contains ending spoilers, especially those related to the character of Gilderoy Lockhart. Not all of the revelations in this story, however, are canon. -_^

Due to the extremely sensitive nature of the crimes described within, the contents of this report shall not be disclosed to ANYONE without proper authorization, and this file is to be stored in an undisclosed location within the Ministry of Magic's Department of Mysteries.
Case: Hogwarts v. Gilderoy Lockhart
Background: In 1992, the accused - Gilderoy Lockhart, Order of Merlin, Third Class (retracted) - was appointed to the position of Professor of Defence Against the Dark Arts at Hogwarts School of Witchcraft and Wizardry. In 1993, toward the end of that school year, Lockhart was afflicted with acute amnesia due to a backfired Memory Charm he had attempted to cast on a Hogwarts student, identified as Ronald Weasley, with a stolen wand. An eyewitness report by Harry Potter, also a Hogwarts student, indicates that before he lost his memory, Lockhart had confessed to fraud. The report alleges that Lockhart had used Memory Charms to steal the memories from other witches and wizards to form the content of his published works, which depict the daring exploits for which Lockhart has gained his popularity. Due to this accusation, a careful search of Lockhart's possessions was conducted, and what was found was evidence of even greater crimes. Those crimes are described herein.
Statement of the Prosecution
Gilderoy Lockhart, Order of Merlin, Third Class, Honorary Member of the Dark Force Defence League, and five-time winner of Witch Weekly's Most Charming Smile Award, is a man who wanted the world to love him. He didn't just go out and wrestle with vampires and werewolves and banshees and ghouls, he wowed us all, as a writer, by describing those experiences in his published works. Now we learn that he may have deceived us. That those experiences weren't actually his, but belonged to other distinguished wizards from which they were stolen. Now, as the result of a backfired Memory Charm, the once charming Gilderoy Lockhart is left in a state of amnesia, perhaps not unlike the alleged victims he stole the bits and pieces of his forged biography from.
Does he deserve our sympathy? What if I told you that his biography wasn't the only thing Lockhart was deceiving us about? He was charming, no doubt, but what sort of crimes did that charm enable him to commit? Gilderoy Lockhart wasn't only in the business of stealing memories - he was also into creating and collecting them. But not just any memories - a very special kind. The kind that he couldn't brag about to the world. No, these were his special memories, the ones he could relive again and again, but that surely the world would hang him for - and I hope they do. As long as he kept them hidden, he could keep his dirty little secret, and by stealing the accomplishments of others, he could be loved by all, constantly showered with affection, while never letting on to his true nature.
And what was his true nature? Fans and critics alike joke about how Gilderoy Lockhart was loved with an obsessive passion by middle-aged housewives and young schoolgirls. He humored the former for the sake of his image, but it was the latter that was his own personal obsessive passion. It was truly a match made in hell. Make no mistake, this is an extremely serious accusation, but the evidence is staggering. Gilderoy Lockhart was a shameless serial child molester who preyed upon the young schoolgirls of Hogwarts School of Witchcraft and Wizardry. He exploited the innocence of those young witches, drugging them and raping them. And then he saved the memories of each instance of sexual abuse, as though they were precious to him. It is truly sickening that he did not at least have some remorse for his crimes, but it is because of that narcissistic behavior that we have the hard evidence to convict him, and bring him to justice. I am confident that the reported evidence will speak for itself.
Evidence Report
Introduction: Among Lockhart's possessions was found a locked chest filled with bottles of memories. The chest was labeled "Gilderoy's Conquests". Naturally, the inspecting officers believed these to be evidence of the memories Lockhart had stolen for his books. But, upon viewing the memories in Chief Warlock of the Wizengamot Albus Dumbledore's Pensieve, it quickly became clear that this was evidence for a much more severe series of crimes.
As soon as the nature of those crimes was revealed, I was called in to investigate those memories due to my background and long history as an Auror, with a specialty in sexually violent crimes. (For confidentiality purposes, my identity will remain undisclosed). It was decided - and with this I agree - that the fewer people who saw these memories, the better. And so, to my knowledge, I am the only one who has viewed them in their entirety. A few others have viewed just enough fragments to verify the details I will report below. To my knowledge, the memories were destroyed after I had finished documenting them, but I did not actually witness their destruction.
I must state, on record, that among all the brutal crimes I have witnessed throughout my career, of all the terrible, violent acts I have seen Death Eaters perform, the crimes depicted in these memories were the worst, by far. What Lockhart did makes Sirius Black look like a friendly guy. I don't enjoy this part of my work, and I'd have gladly passed on being exposed to such atrocities, but I couldn't bear the responsibility of placing that weight upon anyone else's shoulders. It is in that spirit that I continue, describing in detail what each of the recovered memories depicts, without flinching, so as to accurately document the horror of Lockhart's crimes.
Memory #1
Label: Liquid Lust
I enter the memory and join Lockhart at Flourish and Blotts. He is signing books and chatting with fans. The session ends shortly, and I follow Lockhart into the back. He is alone now. He puts on a dark cloak and pulls the hood over his face. He exits through the back door into an alley, and I follow him through the streets. Nobody recognizes him in his hooded cloak. I turn down Knockturn Alley in pursuit, where Lockhart engages with a ragged-looking individual. That individual pulls a bottle filled with a curious, red liquid out of his pocket. I move in closer. They are whispering. The ragged individual confirms the contents of the bottle.
Erosia. Liquid Lust. A restricted substance. Designed as a purely sexual counterpart to Amortentia. Its use is punishable by years of confinement in Azkaban, depending upon the circumstances. Some dark wizards use it to facilitate rape. Perhaps that's Lockhart's interest. A pure dark wizard wouldn't need it - and he'd probably get off on the suffering of the victim. But only a truly twisted pervert would want to rape someone and force them to enjoy it. Disgusting. Lockhart hands off a pouch with the unmistakable clink of coins and takes the bottle. The ragged man turns and walks away, and is hit in the back with Lockhart's Memory Charm.
The memory jumps forward. Lockhart is in his office at Hogwarts. He's lacing a series of candies and confections with the illegal red liquid. He also pours a few drops each into several bottles of various drinks - butterbeer, pumpkin juice, party punch, mostly the sort of things that kids would like. A few drops like that is all it takes - Erosia is very potent. A child with a small body will have no chance resisting it. This potion is ABSOLUTELY not for children. Why must he target children? The sick bastard places his poisoned goodies in a compartment underneath his desk, and the memory ends.
While AFF and its agents attempt to remove all illegal works from the site as quickly and thoroughly as possible, there is always the possibility that some submissions may be overlooked or dismissed in error. The AFF system includes a rigorous and complex abuse control system in order to prevent improper use of the AFF service, and we hope that its deployment indicates a good-faith effort to eliminate any illegal material on the site in a fair and unbiased manner. This abuse control system is run in accordance with the strict guidelines specified above.
