Hey everyone! So this is a story that I had rolling around in my head for a while and I decided to finally do something and write it. Please let me know what you think after reading it, constructive criticism is welcome!
Warning: This story has not been betated. If anyone knows or would life to volunteer to beta read please let me know!
Chapter 1: The Scroll that Changed Everything
Kingsley Shacklebolt, Minster for Magic, stood at the head of the conference table, looking at the heads from the different departments. These were the people he trusted the most, above all else, and they trusted him. He just hoped that they wouldn’t hate him by the time that this meeting was over.
“Thank you all for coming on such short notice,” he started. “I called you all here today because there is a matter of some urgency that has been brought to my attention.” Looking down at his hands he held out a scroll for all to see. “At around 8:00 this morning I found this on my desk. It had been sealed in a black ring of wax.” Taking a deep breath he looked up at the group. “It was delivered by a winged serpent.”
Eyes went wide and a soft murmuring was heard. A winged serpent? Surely it couldn’t be, not after all this time.
Raising his hand Kingsley called for quiet in the room.
“I was surprised as well. I was not expecting to hear from them after there being no contact for so long.”
One of the heads, Nigel Russelback, raised his hand. “I thought they were extinct.”
Fredrick O’Brien, Ministry Historian, shook his head. “Apparently not. I heard rumors that they had actually gone underground before the war with Grindlewald. Though why they are contacting us now is beyond me.”
Kingsley sat and placed the scroll on the table. “They are calling upon the agreement that was made centuries ago with one of the early Wizards’ Councils. They are demanding a representative from the Ministry be placed in their court.”
O’Brien sighed. “In other words a political hostage.”
No one spoke, everyone deep in their own thoughts. Dealing with these creatures was going to be tricky. Trickier than brewing a batch of Felix Felicis.
“Couldn’t we deny their request? After all, they are contacting us after an extended period,” someone said.
Gregory Fox, Creature Relations, shook his head. “You want to be the one to tell them that?” The speakers face went ashen. “I thought not. You know the stories about them as well as I do. These are not a pack of werewolves or a family of Veela. These are Naga! Cold blooded, ruthless killers. The last time a delegation was sent to their court only their heads came back. That was over a hundred years ago. They said the only way they would talk to us was through the representative. And there was no one in the position at the time.”
“Well why not?”
“The Naga are very particular about who they will accept into their court. They don’t care about social status or how much money someone has. The person must be honorable, strong, and above all, they must be a Parselmouth,” O’Brien said.
“Well than there is nothing we can do. The last Parselmouth was You-Know-Who and he’s dead. Right?”
Everyone sat rigid for a moment. No one wanted to think that Voldemort had come back again. Two Wizarding wars were bad enough, but a third? The thought was heartbreaking. People were just beginning to have hope again. It would be a crushing blow to everyone if he were to return.
“No, no, he is certainly gone for good,” Kingsley said in the best reassuring voice he could muster. “I was assured that there was no way he could return this time. However, the Naga wouldn’t have sent this missive if they didn’t think there was at least one left. But who?”
“Harry Potter.”
At the Minister’s questioning look Fox continued.
“My son was in his fourth year at the time Gilderoy Lockhart formed a dueling club. He heard Mr. Potter speak in Parseltongue when a snake, conjured by Draco Malfoy, was about to attack a student, but he called it off. It seems that he would be the best choice in this situation.”
Kingsley stood up. “Are you insane!? You want me to tell the Boy-Who-Lived-Twice that even after saving the Wizarding World and killing the Dark Lord, that now I must call upon him to, again, sacrifice himself on behalf of the Ministry? Hasn’t the boy done enough?”
Fox just sighed. “It is the only way Minister. Unless you want to back out of a centuries old agreement with the Naga. And you know how critical it is that we do not. Especially since we are in the middle of negotiations with other magical creatures and we don’t want to appear that we cannot keep promises we make.”
A deep silence filled the room. Not even a creak from the old boards could be heard except for a muffled thud as Kingsley sat down hard in his chair.
“Is there no other way?”
Fox just shook his head. “The boy will understand. It is for the greater good after all.”
“I seem to recall another man telling the boy the exact same thing,” said O’Brien. “And that man sent him to his death.”
Kingsley closed his eyes and rubbed his head. He could feel a headache coming on.
“That man was also the greatest one of us and he would not make unnecessary sacrifices if it could not be helped.” Looking up he turned to his aid. “Contact Headmistress McGonagall. Tell her that I wish to meet with Harry.” He stood and accepted his coat. “By the end of the day Harry Potter will be the Ministry representative for the Naga King.”

Outside of the Ministry Kingsley took a moment to stop and take in the surroundings. Everywhere he looked people had smiles plastered on their faces. True, honest smiles with no hint of fear behind them. As they walked by they nodded or waved to their Minister who smiled and waved back though there was no real joy behind it. What he was about to do weighed heavily on his heart.
Could he really ask Harry to make another sacrifice? The boy had already given so much in such a short life and he really didn’t want to ask him to give more. It would be a sacrifice of his life, not one where he would be killed hopefully, but one where he would have to give up everything to keep everyone else safe. From his many conversations and letters with Harry he knew that he wanted to be an Auror and he was dating the youngest Weasley girl. Despite his busy schedule he did his best to be a mentor and give advice so that Harry could achieve his dream. He knew that the boy looked up to him. Could he really do this? One mentor already betrayed him and now he was about to do the same thing!
Pulling himself out of his thoughts he looked around again. Yet he was duty bound, first as an Auror and now as Minister, to protect these people who had put their trust into him. He had to think about what was best for the majority, not for just one single person.
“For the greater good right?”
He shook his head. Even saying that felt bitter in his mouth. Kingsley stepped forward, his security team moving around him. He was not looking forward to this task, but surely Harry would come to understand in the end.
He hoped.
