Chapter 19
“Before we start, let me say there are some odd bits for this visit, Arthur,” Remus told the man after they settled in the kitchen. It was a couple of days after Arthur's owl to them and they thought Harry was in a good enough place that they could take this on without a major setback. As the man made it clear it was very important, they wanted to see what was going on and how they might end up affected. Seeing Arthur nod as he pulled out papers and put them on the table, he pressed on, “Harry will be with us, but will stay as Little Paws. He's doing far better, but we also don't want a setback. This is for the best to hold that off. Also, if there is an issue, Sirius will have to leave until he can get it under control in some way. We don't want you upset by that, but we don't need it growing worse again either. That's something I'm sure you can appreciate.”
“I can and do,” Arthur told him with a nod and a smile. Pushing over some letters, he said, “Those are from Ron, Hermione and Ginny. The twins also included one for him as well. I made sure to tell everyone to keep it light and not bring up anything that might cause problems.”Pushing those aside, Remus nodded. “If you would pass along from me, I'm reading them first. If they contain anything that might cause problems or dances in the area we discussed before, I won't show them to Harry. He's in no shape to handle that at the moment. We aren't being mean in doing so, it's just hard enough as it is that we need no more problems added to the pile.”“Something I'll pass along,” Arthur assured him with a nod.“Before we get into what you came for, I have some information to pass along to all of you.” After seeing Arthur paying close attention, he continued, “The sale of the house will conclude next week. The week after everything will be in place then we're moving. While Albus hasn't finished the paperwork for his end, though is through most of it from what we've been told, we're going to allow him to take over the house once we are completely moved. He'll have to sign the standard papers for that, of course, but we thought all of you needed this place badly enough that it was the right thing to do,” Remus explained.“We do and it's most appreciated,” Arthur told him, happy with that news. That would be an immeasurable help, for so much.“One of the things we also wanted to have passed along is, other than a few minor things, such as our bed, all the furnishings are staying. So, you'll have a completely furnished house to work with, something I'm sure will only aid matters. When the time comes, and the elves have everything moved, something we don't think will take much time at all, I'll contact Albus. We can then change the Fidelius and do the standard business with the wards, putting him in charge.”“I'll make certain he knows,” Arthur told him, happy with this as the Burrow was dangerous to hold meetings in because of the wards. The whole family knew that if the other side of the nightmare focused there, they would have real problems, so they wanted to minimize the risk the best they could. Quietly, he asked, “Is there any way to hurry it along? There is no pressure, of course, it's just we're using the Burrow for now. I'm sure you understand the risk of that.”Thinking that over for a few moments, fingers drumming on the table, Remus said, distractedly, “Let me see what I can manage. The goblins are well aware of the danger to so many and I'm sure they are even taking measures to protect themselves as this looks bad. They might be able to do something to move this along faster. Even if it costs us more, that's something we won't grouse about. I'll send something off to the one I'm dealing with about the sale after we're done here and see what he says. What I find out I'll pass along.” As everything that he had to cover was dealt with, Remus stood then told him, “I'll go get Sirius and Harry then we can start.” With that he left to retrieve the two so they could get on with this.
Putting his drink down on the table, stroking Little Paw's ears, making sure that Harry was paying attention, as this was something all three of them probably needed to hear, Sirius asked Arthur, “What's going on? I assume this is big.”
“Let's start with the easy one first,” Arthur said, glancing around, smiling at the little dog that was looking at him intently. “Did you see the Prophet this morning? Specifically the decree from Rufus about those that brag when it comes to being a Death Eater or professing intent to take the Dark Mark?” Seeing nods, he pressed on, “That was something Rufus pulled out because of this mess. Albus had a talk with him and he decided to go with that because of the stupidity Draco is spouting. As he has already tossed one person in Azkaban for bragging about such matters, he implemented that. We honestly aren't sure if it'll help when it comes to Draco, but it gives him leverage to do something. From what Albus said, he plans to do just what that decree says, even to Draco. As Draco is within just days of turning 17, he'll be considered an adult and there is nothing Lucius can do to wiggle because of his age.”“I find it a tad unsavory that Rufus is willing to pull this out and negate some people's freedom to say what they want,” Remus sighed, shaking his head and clasping his hands on the table.“I feel the same way,” Arthur nodded. “In cases like this, as it's specifically worded just for that area, I can understand why he did it. The mere mention to people that you are a Death Eater or are planning to take that mark is enough to cause real panic because the denial that You-Know-Who is back is over. We don't need anyone making an already horrific situation worse. He threw Mundungus in jail for impersonating an Inferi. That isn't considered a criminal act either, though I'm sure Dung planned to use that ruse to commit one. With all that went on in the last war, Rufus isn't playing games with people. This is part of that.”“It's a point I can easily see,” Sirius shrugged, holding Little Paws close. “The mere mention of either of subjects causes a panic that won't help. If people do it enough, the masses are going to start to ignore it, thinking it's more of the same, then they're set up to not take it seriously when it is real. This isn't a game or a joke. People shouldn't do this to make themselves look important or for something else. I'm not feeling for Dung, there. He should have known better.”“I'm in complete agreement, Sirius,” Arthur told him honestly. Looking between the three across the table, he added, “I'm putting that out there, though it doesn't directly affect any of you, because it relates to what I'm about to discuss. Draco, and what he's saying, is a problem affecting many. It also got us digging because Narcissa was expressing real concern to Severus when it came to what Draco was saying, trying to get him to intervene and see what he could do to make Draco stop. And it wasn't because of You-Know-Who.”Though he didn't say anything, Sirius grinned slightly evilly then took another drink, thinking that Cissy needed to worry more than she knew. Shaking his head after he finished, he asked, wondering where this was going, “What does that have to do with us? Other than what Draco is spewing is not helping matters when it comes to what we're dealing with?”Starting to shuffle the papers he brought with him around, Arthur said, “As I said, it got us digging, wondering why Narcissa was worried and if it could help us. Tonks went to Andromeda and ended up with some information. We took that and did our own research, pulling in a few people from the old Pureblood lines to help. Then Albus went to Rufus. He managed to get his hands on Lucius and Narcissa's marriage contract.” With that, he pushed it over to the two. “It's that contract that gives us something that might be able to help. It has to come from you though, Sirius.”Not picking up the contract or even looking at it, Sirius said, “I know what's in it. What is it all of you want from me?” He was wondering if it related to the plans he had and would be implementing once they moved.Looking intent, gazing at Sirius, Arthur asked, “As the head of the House of Black, just what can you do about the provisions in her marriage contract to put a stop to so much? We know you can revoke the permission on the marriage and take away her vaults. That's clearly written in the contract. Augusta and several others have told us you can also go after Bella's, her husband's, and Draco's vaults as well as plenty of other things. Is this true?”“It is,” Sirius told him with a nod. “I can also do plenty of other things to not only Cissy, but Draco, Bella and anyone they are married to. Why do you want to know?”Hopeful that they had something that could be a huge help, Arthur asked, “Just what can you do, Sirius? Once you tell me, I'll go over what we came up with to see if you're willing to help us.”“I can dissolve the marriage by revoking that contract since she's in breach of it by allowing Draco to continue on because he is disrespecting and threatening the head of the House of Black. If I do that, everything that was given, like the dowry, reverts back to the House of Black. A step like that would also involve anything gained by the marriage, such as vaults and communal property, to revert back to me. Then I can take the step of throwing her out of the House of Black. If I do that, everything of Draco's and hers that comes via the name Black, such as vaults, reverts back. He is then considered a bastard child, thus not allowed to inherit anything from the House of Black. It would also affect him from the Malfoy end as he would be considered as born out of wedlock. It doesn't matter that Cissy and Lucius were married at the time. From what I know, it would also affect Lucius because of his end of the contract and his father's will.”“Then I could reinstate Andromeda and make her, and her child, the next in line to carry on the lineage of the House of Black if I can't produce an heir before I die. That would take everything out of Cissy and batty Bella's hands.”“I can also go after Bella's vaults, all of them, doing the same with her husband's as I would Lucius', because of what she did to me during that battle. After all, she was attacking the head of the House of Black. As she sent me and my bondmate through that Veil, thus causing bodily injury, I could go after punitive measures from her. If I would take the step of revoking her status as a member of the House of Black, thus taking back anything that came from it, everything would come from her husband's vaults. That's in the contracts, too. Most of what I can do is monetary. The sting of being considered a traitor and not being able to claim Pureblood status because I took those steps then booted them out, would affect them in many other ways, though. Including future marriages for Draco because he wouldn't be able to claim Pureblood status either.” Stopping, Sirius asked, “Why do you want to know this and how does it affect anything?” Arthur didn't want to know for no reason. As he assumed the man was over here at Albus' behest, there had to be a reason for it.Gut fluttering in anticipation, knowing this was what they needed to give a big help, Arthur asked, unable to disguise the excitement on his face, “Would you be willing to do that, Sirius? The help it would give us would be immeasurable. Even the threat to Lucius and Narcissa that you might should be enough to help the situation with Draco as they would have to negotiate something with you. Albus, and the rest of us, think Draco can be saved if he's shoved in the right direction. This would do that, we think. Draco, though a brat, is the same age as Harry and one of my sons. He doesn't need drawn into this. From what Severus said, You-Know-Who is taking an interest in him because of what he's spouting. That he doesn't need. And it would take almost all his funding away, something that would help tremendously.” Stopping, he waited to see what Sirius said.Having just been listening in, Remus looked at Sirius, waiting to see what he had to say on the topic. He knew well what Sirius' plans were and what Arthur mentioned was a huge part of them. Now he was curious about what Sirius would say.Taking another drink, looking down at Little Paws, who was gazing up at him, Sirius then said, “What I say goes no further, understood? You and Albus can pass it to those that you know won't say anything, but to no one that might leak it to those we're discussing. That includes Snape. He can't pass it or even give hints. Understood?”“You have my word,” Arthur told him with a sincere nod. He had a very good feeling about this and hoped against hope that Sirius would take some of those steps.“I'm not going to threaten anything and there will be no negotiations,” Sirius told him, tone level. Hearing Arthur start to say something, he pressed on, not pausing to hear what it was, “I'm doing it. All of it. I planned for that before the trip through the Veil. Not only am I taking all those steps, I'm officially merging the houses of Black and Potter. That will create a house with a power greater than most Pureblood lines.”“I'm also setting my solicitor to assigning someone to represent both houses on the Wizengamot. Both seats have been vacant since the last war. It's time they aren't. The two votes alone can swing most anything in the right direction if it's a close vote. Not to mention that most of the more minor houses would side with the house that has the most power, thus taking away the leverage of votes from the likes of the House of Malfoy. Lucius wields a lot of power because the only other house around with an amount even close is Black and Potter. They haven't been active, so he can bully, cajole and threaten others into getting it his way. Either that or set it up to where it looks like one of the other houses he has pull with introduced it. He can't do that with Potter and Black.”Continuing on, Sirius told him, “I know Prewett and Weasley have no pull on their own and haven't been included, having been voted out for various reasons, but once I step in, they will be brought back. That gives us two more votes. Four votes should be more than enough to get what we need through when it comes to some areas.” Stopping, he stared at the obviously excited Arthur then said, “I'm not playing. That trip through the Veil and all the bullshite coming from the other side ended that. It's time that we get some leverage in all the areas we can. This will do it.”“I'm also reinstating Andromeda and making Tonks the rightful heir. I'm not going to produce one, that's obvious, so it'll go to someone that will wield the power the right way. That will take most everything out of Cissy and Bella's hands. In the scheme of things, that will probably help more.” He explained, looking at Arthur.“And I don't rightly give a damn about saving Draco. He's pulling the same stunts my brother did. From what I know, he's going to listen about as much as Regulus did on it as well. If Lucius wants to negotiate, I'll set it up to see what I can manage, but I'm not backing off some of it. The only thing that I might wiggle on is Draco's bastard status. That's it, Arthur.” Giving a feral grin, he added, before taking another sip of his drink, “Let's see who that fool cares about more; his son or that snake-faced bastard he follows. It should be interesting to see who he chooses, don't you think?”“It should, yes,” Arthur nodded, loving this. “We can hope that he makes the right choice.” Oh, this was wonderful and what they needed to help.“I don't give a fuck if he doesn't,” Sirius told him honestly with a shrug. “Lucius knows just what it means if Draco is declared a bastard. He'll lose most of his money, as it'll go into a trust until he produces a real heir, and so much of the power and leverage he has will go right along with it. I'm damned sure he'll give me what I want for those reasons alone. Let's see.”Loving this and planning to get with Albus as soon as he left to fill him in, Arthur asked, “When do you plan to take these steps? The sooner, the better, Sirius. It can only help. Rufus has vowed that if you do he'll make sure you stay protected. He knows what this can mean and the help it can give all of us. And he's aware of what it will unleash in He-Who-Must-Not-Be-Named. That we all need to prepare for.”“We don't need protection,” Sirius told him bluntly. “That's something we can manage on our own as we plan to stay as hidden as we can from this nightmare. The new house is part of it. All this isn't the only reason we plan to keep ourselves out of the line of fire. That damned prophecy is as well. It's going to take us plenty of time to settle back into normal. Though we'll be in better shape when we can start going out, that doesn't mean all of it is settled. That's going to take even more time to accomplish.”Going back to the original question, Sirius said, “I plan to implement all of it once we get moved. At least the start of it. The paperwork takes time. Though once I file it'll lock the vaults down and no one can get into them until it's all through the system.”“That alone is going to cause a firestorm,” Remus added, having only been listening in. Though he was dubious about Sirius' plans to take this on when he set it up, at this juncture it sounded like something they should to do help the cause, despite the fact that it would put them in plenty of danger until this whole war ended. “We also need to worry about what comes if the Ministry falls. As we know that happened during last war, it's something we need to keep in mind. All of us know it's a real possibility, Arthur. Which means we need to be somewhere safe. That house will be the place. It'll also get the other side focused on this one as they won't know we aren't here. I do realize that will put the Order in danger, but it's for the best.”“The Order can handle itself,” Arthur assured him, happy with all he heard. “We'll find a way to stay as safe as we can. And I think we would all agree that we would rather have that side focus on the Order than the three of you. With our numbers, and who are members, we can handle whatever.”“We also need to make sure that those directly affected by what I do keep themselves safe,” Sirius added. Shaking his head, he explained, “Andromeda, Ted and Tonks alone will need to step up what they do. I'm sure that they'll end up a target. Once I go after those seats and activate them, as well as the other plans, you and yours will be as well. All of you will need to lay on every protection you can find. I'm going to suggest the Fidelius as soon as the Order moves in here.” Looking at Arthur, Sirius shrugged then told him, tone weary, “Shite rolls downhill and coats everyone along the way, as we well know. You lot will end up with it on you and be targets. I can't just pull this out, Arthur. Too many others are affected. So, I want to give it time so everyone can do what they can.”“Let me propose this,” Arthur said, looking between the three, holding his hand up. “If, in a week, we can at least start down the road of getting everyone protected to the best of our ability, will you start what you need to do? You'll still be here, of course, but that shouldn't affect much. And it won't be for long from what Remus told me when I came in. Only a week or so. Sirius, we need help, in a huge way. We're all holding our own, but we know that the biggest of what he's going to try hasn't been pulled out yet. This would give us leverage and throw him off in a way that nothing else will.”“It's also going to drive him completely mental. When he goes there, we're all in for hell. And not just those that are affected by this,” Sirius tossed out there, face grave. Holding Harry close, seeing the dog look up at him, he sighed and gave Little Paws a squeeze. “We can stay safe. Between here and the new house, we'll be fine. I'd rather be there, obviously, but we can manage here. It's everyone else that needs prepared. If Rufus is involved, as it seems from some of what you said, he needs time to put plenty into place so he can be ready for the holocaust that will come from this.”“I'm not sure a week is sufficient to get enough in place, Arthur,” Remus chimed in softly. “There is also the risk of something slipping out and alerting the other side if there is a mass scramble. Rufus enforcing the decree is going to get back to the other side. They may not know why, but will figure out something huge is in the works.”“In this case, I say the devil be damned and we do it,” Arthur replied, looking between the faces gazing at him. “Let the rest of us worry about keeping ourselves safe. Those in the Order alone can manage. We'll help the others directly affected. Andromeda and Ted know the risks already and are taking care of themselves. Tonks is an Auror. You don't attain that position without knowing how to keep yourself protected.” Stopping, he waited and hoped. Albus was far better at talking someone into something than he was. This, though, was something he thought he could manage.Thinking that over, Sirius looked between Remus and Harry, both of whom were gazing at him, waiting for his decision, then he looked at Arthur. “Come back in a week. If you have enough in place, I'll start this. And it'll move fast as the papers are all ready to go. All they need is my signature.”“We can do that,” Arthur told him with a vigorous nod. In the back of his mind, he was pulling in everyone he knew to protect the Burrow and see what he could do for his family. There was also a long list of names running through his mind that needed warned as well. He would manage, though. This was what they needed for so much. So, it was time to step it up.
“I think you need to take this step, no matter what, Sirius,” Remus told him. It was after Arthur left and the three of them were curled up together on the big settee in one of the parlors. “We'll be safe, of course. Let Albus and the others worry about themselves. I know for certain they have plenty of plans in place for when this gets really bad, something we know is coming. It's time for them to get into that mode and do it. This is something that can help, probably more than we know.”
Groaning, Sirius told him, holding Harry close and fingering his collar, “You're right. Part of me is just worried about what it'll rain down on us. I know I planned for this and wasn't going to back out, it's just a case of nerves about implementing it.”“I've made sure I've put as much into place as I can to keep us all safe. It was easy to guess that we were going to need plenty of time to readjust, so I took that into account when it came to so much. Where we're moving is a densely populated area. That alone will help keep us safe. If we want to go out, we can do it among Muggles. Anything else we can handle with delivery services or owl orders. All of us can easily disguise ourselves to go out. We don't have to go among our kind if we don't want to.”Looking up at Sirius, Harry waited. He was in a far better place than he was, but getting involved in a discussion like this wasn't something he could do yet. He did agree with Remus, though, and thought it was the best way to go about it.After glancing at Remus, Sirius looked down at Harry. He wanted his input as well since he was as affected by this as they were. The downside was Harry wasn't ready to get involved with the discussion. There was something he thought his godson could manage. “Do you agree with Remus, Harry? Just nod if you do.” Then he waited. If Harry did they would go with it.Nodding, Harry continued to look at Sirius, waiting.Grinning and ruffling Harry's hair, Sirius said, “I'll send something off to my solicitor to get him started on it. Nothing will happen until I sign those papers. The minute I do, it's going to register then start.”“That will give us all the time we need to prepare,” Remus told him with a smile. “I'll start on all of that tomorrow and owl the goblins to see what they can do. We'll go from there.” Now he had plenty to work on so he would focus there.
Taking in all Arthur said, Albus was pleased. Yes, this was what they needed, desperately. It could work for many areas they were dealing with. Though it was distasteful when it came to the Draco end, he thought it was the only thing that could keep the young man from continuing to follow the path he was on. In fact, he was sure it was about the only thing they had that could actually save Draco from himself and keep him out of Tom's clutches. Lucius and Narcissa had to know if Sirius started this that they needed to get their son to safety in some way because the wrath of Tom would focus on them.
Glancing around at the select few that were gathered in his home, all of whom heard just what Arthur said, he imparted, “The time has come to go into full protection mode. We don't have much time to get all we need in place, so we're going to focus on those that are in the most danger when this starts. I'll begin to assign duties to those that are most suited to the tasks. Then I'll get with the parties most affected. Tonight I'll see if I can get in to meet with Rufus after hours and fill him in. He knows enough that he'll keep it on the sly when it comes to what he's doing. We have a week to get it all up and going, so there is much work to take on. I know this puts more strain on everyone, but it's time it comes.” Seeing nods, he began to walk those there through what he planned to do.Listening in, Severus was pleased. This would work, he was sure of it. Though it wouldn't end the war, Black was going to give them an advantage they desperately needed. Perfect. Not only that, but a way to pull Draco back from the brink he was on. Draco was someone he wanted to save. If it meant doing this, he would allow it to happen with no fair warning. That could only help. Once it started, he would step in and do what he could to help the youngest Malfoy. He just had to figure out a way, that was all.
